The land outside the north bank, the land outside the south bank the land on the corner where he demolished the office block all potential sites for development, hotels offices etc. The guy would get planning permission they seem to give him anything he wants, must have someone in his pocket.

I think he gets planning permission on stuff in exchange for doing community / charity projects. And that's fairly normal, eg often housing estates only get approval because builder agrees to do all sorts of other supporting construction, like local community or sports centres, parks etc.
I think that's the real purpose of Morgan's community / charity work., his own benefit. And seeing as he seems to still be all guns blazing for that community work (and WWFC even tried to angle Moneyshop on basis of community projects that will happen because of it) , he's probably still after more planning permission in the area.
